RDR, is teamed with CACI Federal as the prime for the USAMS II Contract effort (Contract number FA4600-08-D-9005). The USSTRATCOM Systems and Missions Support (USAMS II) contract provides non-personal, advisory and assistance services in support of studies, system engineering and technical analysis. This is end-to-end systems and mission support includes all USSTRATCOM, their component commands, supporting and supported agencies, and the Air Force Weather Agency (AFWA). All operational and intelligence requirements will be satisfied through technically feasible, integrated, cost-effective system improvements, acquisition recommendations, logistics support, integration, and procedural analysis. The support will consist of planning and analyzing engineering and engineering guidance; establishing system integration, information assurance, software design and development, configuration management (CM); and testing and certifying USSTRATCOM/AFWA systems and procedures. USAMS II will also provide across-the-board technical expertise to ensure new technology, system specifications, upgrades, enhancements, tests, certifications, and operational procedures are in accordance with requirements.

This A&AS contract is a follow-on to the current USAMS I contract for USSTRATCOM. USAMS II will provide support at up to 10 separate locations for HQ STRATCOM and its Joint Functional Component Commands (JFCC), USTRATCOM Center for Combating WMD (SCC-WMD), Joint Task Force-Global Network Operations (JTF-GNO), Joint Information Operational Warfare Center (JIOWC), Missile Defense Administration (MDA) and AF Weather Agency (AFWA).

USAMS II consists of six Multiple Award (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) Performance Based Contracts with a 12-month base ordering period beginning 1 October 2008-30 September 2009 with four consecutive one-year option periods. This non-commercial contract will issue the following task order types: Fixed Price including Firm-Fixed-Price (FFP), Firm-Fixed-Price, Level-of-Effort (FFP-LOE), Labor Hour (LH), and Cost to include Cost-Plus-Fixed-Fee and Cost reimbursable Line Items. The estimated value, including all options, for all task orders that may be awarded is $900,000,000.

A.    SKILL LEVEL DEFINITIONS

 

Labor category skill levels are defined as follows:

 

Level 1 = Less Than 5 Years Experience

Level II = 5 to 12 Years Experience

Level III = More Than 12 Years Experience

 

B.     MANAGEMENT SKILL SETS

 

1. Program Manager:

Desired Bachelor’s Degree and a demonstrated practical experience in the area(s) of expertise required in the Task Order, as well as demonstrated capability in program management applications to include serving as the contractor’s single contract manager authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer’s Representative (COR), Government management personnel, and customer agency representative.

 

2. Project Manager:

Desired Bachelor’s Degree and a demonstrated practical experience in the area(s) of expertise required by the Task Order, as well as demonstrated capability in project management applications to include responsibility for overall management of the specific task order(s) and insuring technical/financial solutions and schedules in the specific task orders are implemented in a timely manner.

 

3. Quality Assurance Manager:

Desired Bachelor’s Degree and a demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as demonstrated capability directing quality assurance operations.

 

4. Financial Manager:

Desired Bachelor’s Degree and a demonstrated capability providing financial support for program planning, scheduling (critical path, float calculation, and integrated master schedule analysis); budget planning; and cost analysis and documentation responsibilities.


 

C.    ANALYST SKILL SETS 

 

1. Accounting Analyst:

Desired Bachelor’s Degree, and a demonstrated capability working on systematically integrating business, cost accounting, and financial reporting with management processes to ensure the efficient stewardship of public funds.

 

2. Cost Analyst:

Desired Bachelor’s Degree and a demonstrated capability performing Functional Economic Analysis (FEA) to evaluate the costs of alternative ways to accomplish functional objectives.  

 

3. Functional Analyst:

Desired Bachelor’s Degree and a demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as demonstrated capability working on complex application problems involving all phases of systems analysis to provide solutions.

 

4. Chief Scientist:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and a comprehensive demonstrated technical expertise in the relevant Scientific field supporting major programs or system development.

 

 

5. Consultant:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and a demonstrated proficiency gathering facts through research, interviewing, surveys, etc., analyzing the client’s business, drawing conclusions, preparing final reports, and giving presentations.

 

6. Functional Expert Consultant:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and a demonstrated capability recognized for strong expertise in industry issues and trends.

 

7. Homeland Security Specialist:

Desired Bachelor’s Degree and a demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as a demonstrated capability providing technical and managerial direction for problem definition, analysis, requirements development, and implementation for complex systems in the Homeland Security area. 

 

8. Management Analyst:

Desired Bachelor’s Degree and demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as a demonstrated capability working on developing, analyzing, evaluating, advising on, and/or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.

 

9. Modeling and Simulation Specialist:

Desired Bachelor’s Degree and demonstrated technical experience in the area(s) of expertise required by the Task Order, as well as a demonstrated expert capability working in modeling and simulation functions or operations such as, but not limited to, exercises, plans, coordination demonstrations, and instruction in the fields such as, but not limited to health, environmental, transportation, law enforcement, military, and civil agencies.

 

10. Strategic Planner:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and a demonstrated expert capability in strategic planning on large projects or a significant segment of a strategic planning portion of a large and complex project.

 

11. Business Case Analysis Specialist:

Desired Master’s Degree in a discipline related to the requirements identified in the Task Order, and knowledge in identifying costs for existing IT systems (maintenance, operations, etc).  Identifies cost savings/cost avoidance associated with retirement of old systems or improving performance of new systems.

 

12. Business Process Reengineering Specialist:

Desired Master’s degree in a discipline related to the requirements identified in the Task Order, and demonstrated technical experience in applying process improvement and reengineering methodologies and principles to conduct process modernization projects. 

 

13. Systems Architect:

Desired Master’s Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability providing technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex, difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions.

 

18. Subject Matter Expert (SME):

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability in providing extremely high level subject matter expertise for work described in the Task Order.

 

19. Threat Specialist:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability in supporting customers in developing comprehensive, “total” solutions to threat-related problems – be they internal to the customer environment, domestic, or foreign.


 

 

D.    COMMUNICATIONS SKILL SETS

 

1. Computer Security Systems Engineer:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability to apply current computer science technologies to the design, development, evaluation, and integration of computer systems and networks to maintain system security.

 

2. Computer Security Systems Specialist:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability to analyze and define Information Assurance security requirements for Multiple Security Levels (MSL) systems and non-MLS systems. 

 

3. Data/Configuration Management Specialist:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task Order, and demonstrated ability performing tasks in support of configuration management planning. 

 

4. Database Manager/Administrator:

Desired Bachelor’s Degree in a discipline related to the requirements identified in the Task

Order, and demonstrated proficiency performing one or more of the following tasks in support of computer database administration: architects, designs, oversees development of, or administers computerized databases, installs applicable databases onto the appropriate computer operating systems, creates and/or configures databases, uses import utilities to install databases.

E.     ENGINEERING SKILL SETS

 

1. Engineer:

Bachelor’s Degree in an engineering discipline related to the requirements identified in the Task Order, and demonstrated ability providing engineering, technical, and managerial direction for problem definition, analysis, requirement development and implementation for complex systems in the engineering discipline required to meet technical requirements.

 

2. Requirements Engineer:

Desired Bachelor’s Degree in the discipline related to the requirements identified in the Task Order, and demonstrated capability providing associated tasks including, but not limited to, requirements analysis, cost analysis, cost performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, and special studies and analysis.


 

 

F.     SUPPORT

 

1. Administrative Support:

No degree is required for this category; however, the individual must demonstrate proficiency in administrative skills, which may include word processing, graphics illustration using computers, accounting, editing and filing.

 

2. Editor:

Desired Bachelor’s Degree in the area of expertise required by the Task Order,

and demonstrated comprehensive knowledge in editing functional

descriptions, system specifications, user manuals, reference manuals, etc.

 

3. Data Entry Clerk:

No degree is required for this category; however, the individual must demonstrate proficiency in performing data entry via on-line data terminal, key-to-tape, key-to-disk, or similar devices.

 

 4. Training Facilitator:

Desired Bachelor’s Degree in a discipline related to the requirements identified

in the Task Order, and demonstrated ability in conducting the research

necessary to develop and revise training courses and preparing appropriate

training catalogs.

 

5. Technical Writer/Editor:

Desired Bachelor’s Degree in the area of expertise required by the Task Order, and demonstrated comprehensive knowledge in assisting and collecting and organizing information for preparation of user manuals, training materials, installation guides, proposals, and reports. 

 

6. Graphics Specialist:

No degree is required for this category; however, the individual must demonstrate proficiency in preparing presentation graphics and supporting the development of contract deliverables and reports by developing and updating graphic presentations to improve the quality and enhance the usability of these documents.

 

7. Librarian:

Desired Master’s Degree in the area of expertise required by the Task Order, and demonstrated technical experience in the area(s) of directing the classification, indexing, cataloging, storage and circulation of books, periodicals, papers, microfiche, classified reports and documents stored on various electronic media. 

 

8. Logistics Specialist:
