RDR, is teamed with
CACI Federal
as the prime for the USAMS II Contract effort (Contract number FA4600-08-D-9005).
The USSTRATCOM Systems and Missions Support (USAMS II) contract provides
non-personal, advisory and assistance services in support of studies, system
engineering and technical analysis. This is end-to-end systems and mission
support includes all USSTRATCOM, their component commands, supporting and
supported agencies, and the Air Force Weather Agency (AFWA). All operational
and intelligence requirements will be satisfied through technically feasible,
integrated, cost-effective system improvements, acquisition recommendations,
logistics support, integration, and procedural analysis. The support will
consist of planning and analyzing engineering and engineering guidance;
establishing system integration, information assurance, software design and
development, configuration management (CM); and testing and certifying
USSTRATCOM/AFWA systems and procedures. USAMS II will also provide across-the-board technical expertise
to ensure new technology, system specifications, upgrades, enhancements, tests,
certifications, and operational procedures are in accordance with requirements.
This A&AS contract is a
follow-on to the current USAMS I contract for USSTRATCOM. USAMS II will
provide support at up to 10 separate locations for HQ STRATCOM and its Joint
Functional Component Commands (JFCC), USTRATCOM Center for Combating WMD
(SCC-WMD), Joint Task Force-Global Network Operations (JTF-GNO), Joint
Information Operational Warfare Center (JIOWC), Missile Defense Administration
(MDA) and AF Weather Agency (AFWA).
USAMS II consists of six
Multiple Award (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ)
Performance Based Contracts with a 12-month base ordering period beginning 1
October 2008-30 September 2009 with four consecutive one-year option periods.
This non-commercial contract will issue the following task order types: Fixed
Price including Firm-Fixed-Price (FFP), Firm-Fixed-Price, Level-of-Effort
(FFP-LOE), Labor Hour (LH), and Cost to include Cost-Plus-Fixed-Fee and Cost
reimbursable Line Items. The estimated value, including all options, for all
task orders that may be awarded is $900,000,000.

financial support for program planning, scheduling (critical path, float
calculation, and integrated master schedule analysis); budget planning; and
cost analysis and documentation responsibilities.
1. Accounting Analyst:

capability working on systematically integrating business, cost accounting, and
financial reporting with management processes to ensure the efficient
stewardship of public funds.
2. Cost Analyst:
Desired Bachelor’s Degree and a demonstrated capability performing
Functional Economic Analysis (FEA) to evaluate the costs of alternative ways to
accomplish functional objectives.
3. Functional Analyst:

area(s) of expertise required by the Task Order, as well as demonstrated
capability working on complex application problems involving all phases of
systems analysis to provide solutions.

strong expertise in industry issues and trends.
7. Homeland Security Specialist:
Desired Bachelor’s Degree and a demonstrated technical experience in the
area(s) of expertise required by the Task Order, as well as a demonstrated
capability providing technical and managerial direction for problem definition,
analysis, requirements development, and implementation for complex systems in
the Homeland Security area.
8. Management Analyst:
Desired Bachelor’s Degree and demonstrated technical experience in the
area(s) of expertise required by the Task Order, as well as a demonstrated
capability working on developing, analyzing, evaluating, advising on, and/or
improving the effectiveness of work methods and procedures, organizations,
manpower utilization, distribution of work assignments, delegations of
authority, management controls, information and documentation systems, and
similar functions of management.
9. Modeling and Simulation Specialist:
Desired Bachelor’s Degree and demonstrated technical experience in the
area(s) of expertise required by the Task Order, as well as a demonstrated
expert capability working in modeling and simulation functions or operations
such as, but not limited to, exercises, plans, coordination demonstrations, and
instruction in the fields such as, but not limited to health, environmental,
transportation, law enforcement, military, and civil agencies.
10. Strategic Planner:
Desired Bachelor’s Degree in a discipline related to the requirements

descriptions, system specifications, user manuals, reference manuals, etc.
3. Data Entry Clerk:
No degree is
required for this category; however, the individual must demonstrate
proficiency in performing data entry via on-line data terminal, key-to-tape,
key-to-disk, or similar devices.
4. Training Facilitator:
Desired Bachelor’s Degree in a discipline related to the requirements identified
in the Task Order, and demonstrated ability in conducting the research
necessary to develop and revise training courses and preparing appropriate
training catalogs.
5. Technical
Writer/Editor:
Desired
Bachelor’s Degree in the area of expertise required by the Task Order, and
demonstrated comprehensive knowledge in assisting and collecting and organizing
information for preparation of user manuals, training materials, installation
guides, proposals, and reports.

Specialist:
No degree is
required for this category; however, the individual must demonstrate
proficiency in preparing presentation graphics and supporting the development
of contract deliverables and reports by developing and updating graphic
presentations to improve the quality and enhance the usability of these
documents.
